Abstract:With the gradual acceleration of economic globalization, open innovation has become the main paradigm of national technological innovation. Driven by open technological innovation, science and technology think tanks need to closely observe and track the international and domestic macro-environment and technological frontiers, form a strong flexible value network around new demands, respond quickly, and continuously make strategic adjustments. This paper studies the concept and connotation of flexible technology think tank network under the background of open technology innovation, and puts forward the basic idea of constructing flexible technology think tank network system from the three aspects of organization, resources and function. In order to provide enlightening suggestions for promoting the modernization of governance structure and governance mode of science and technology think tank from a higher starting point, higher level and better level.
