Abstract:Taking the successful experience of IRTS in leading the innovation and development of the global integrated circuit industry as an example, this paper analyzes the breakthrough practice of strategic tools such as frontier technology foresight in key areas, aiming to answer how to realize the deep integration of technology foresight, industrial strategic development and policy-making supporting process, play the role of dynamic adjustment mechanism of technology foresight in constantly revising the understanding of the future development trend of long-term and strategic fields. It also puts forward three thoughts on the development trend of China's technology foresight and cutting-edge technology layout strategy and policy-making: first, the national industrial technology innovation policy decision-making process should enhance strategic and systematic thinking; second, we should effectively integrate technology foresight and other decision-making consulting tools to support the whole policy process; third, taking technology foresight as the core, we should construct the distribution of government industrial technology innovation decision-making consultation network.
